Plot

On New Year's Eve in Baltimore, a sniper begins shooting random people during the celebrations. Officer Eleanor Falco, a local beat cop, responds to the scene. The police track the shooter to an apartment building, but after an explosion, it’s found uninhabited.

FBI Special Agent Lammark, impressed by Eleanor’s sharp instincts, recruits her to assist him and Agent McKenzie in the investigation. The team learns the explosion was caused by a grenade and gas leak, and the rifle used was a decades-old US Army weapon.

As the investigation continues, Eleanor and the team discover a series of cryptic clues and dead ends. A troubled local youth is initially suspected, but he dies by suicide after police corner him. Later, the killer targets a mall, leaving behind a shirt that the team tracks to a landfill. Despite their efforts, they encounter a false lead that sends them into a shootout, resulting in Lammark losing his position.

Eleanor, tormented by past mental health struggles, uncovers a vital lead while examining the details of the case. She learns that the killer, Dean Possey, worked at a slaughterhouse and confronts his mother, who reveals that Dean had been hiding in her shed. After an intense standoff, Lammark is killed by Dean, and Eleanor is forced to face him alone.

The climactic confrontation leads to Dean's death after a tense battle with the police. Eleanor, now with a new perspective on her life, is offered a position with the FBI in exchange for her silence about the circumstances of Dean's death, with posthumous honors given to Lammark.
