Donald Trump Orders Freeze On All Federal Grants And Loans In Huge Power Grab

President Donald Trump issued a sweeping memorandum on Monday halting all federal grants, loans, and financial assistance programs, marking a significant shift in policy that could impact a wide range of services across the country.

The memo, signed by Matthew J. Vaeth, the acting director of the White House Office of Management and Budget, directs federal agencies to pause these programs temporarily until the Trump administration can review them to ensure they align with the president’s priorities. This includes banning diversity, equity, and inclusion initiatives and restricting spending on clean energy.

“The American people elected Donald J. Trump to be President of the United States and gave him a mandate to maximize the effectiveness of federal tax dollars,” Vaeth wrote. “Using federal resources to promote Marxist equity, transgenderism, and the Green New Deal is a waste of taxpayer money and doesn’t improve the lives of those we serve.”

The memo clarifies that the freeze, which takes effect on Tuesday, does not apply to Social Security or Medicare and excludes assistance provided directly to individuals, according to The Washington Post.

Democrats have raised concerns that this move could severely impact programs relied upon by millions of Americans, including food and rent assistance, early childhood programs, and children’s health insurance.

“They claim it’s temporary, but no one should believe that,” Senate Minority Leader Chuck Schumer (D-N.Y.) said in a statement. “Donald Trump must reverse this decision, and taxpayer money should go directly to the people.”

“These grants support people in both red and blue states, help families, assist parents, and strengthen communities,” Schumer added, warning that the freeze would lead to missed payrolls, unpaid rent, and a ripple effect across universities and nonprofit organizations.

This is the latest in a series of actions by Trump to freeze federal government functions. Last week, he ordered a pause on funds appropriated by Congress for key climate projects, infrastructure, and nearly all foreign assistance, challenging Congress's constitutional power over the budget.

Trump also recently fired at least 18 inspectors general, whose job is to investigate corruption within federal agencies, without notifying Congress — a move that critics have called a “chilling purge.”

While Trump's executive orders are expected to face legal challenges, his intentions are clear: a bold push to consolidate power and reshape federal funding priorities, potentially more aggressive than during his first term.

“This is exactly what we feared — a broad move to freeze funding for large portions of the government that he disagrees with,” said Bobby Kogan, senior director of federal budget policy at the liberal Center for American Progress. “He’s targeting grants, loans, and financial assistance, which could affect a third of federal funding — an illegal and massive overreach.”
