Land Allotted to Sri Lankan Cricketer Muralitharan Raises Questions in J-K Assembly; Minister Promises to Investigate

Muttiah Muralitharan, the legendary Sri Lankan cricketer, has made headlines following the allotment of land to his company, Cevlon Beverages, in Kathua district. This matter came up in the Jammu and Kashmir Assembly on Saturday, with several lawmakers questioning the government’s decision.

During the Question Hour, CPI(M) legislator M Y Tarigami raised concerns, stating, “A Sri Lankan cricketer has been allotted land in J&K. How was this allotment made?” Although he did not name Muralitharan directly, the issue gained attention when it was revealed that Muralitharan’s company was among several major industrial entities that received land in the Bhagthali Industrial Estate of Kathua last year, leading to investments totaling over Rs 21,000 crore.

Cevlon Beverages was granted 206 kanals (25.75 acres) of land for setting up a Rs 1,600-crore aluminum can manufacturing and beverage filling unit in Kathua. The lease agreement was finalized in June 2024.

Further raising doubts about the land allocation, Congress MLA G A Mir questioned how land was allotted to a non-Indian cricketer in Jammu and Kashmir, deeming it a serious matter requiring investigation.

In response, Agriculture Minister Javed Ahmad Dar assured the assembly that the government had no information regarding the allotment of land “free of cost” to a former Sri Lankan cricketer for setting up an industrial project. He promised to look into the issue.

“This is a matter for the revenue department. We have no details, but we will investigate to clarify the facts,” Dar stated.

Earlier, in response to Tarigami’s question, Sakeen Masood (Itoo), the Minister for Health, Education, and Social Welfare, clarified that landless families are provided 5 marlas (1,355 sq ft) of land for building residential homes under the Prime Minister’s Awas Yojna (PMAY), subject to verification by the Revenue Department. She added that extended families of landless individuals may also be considered for allotment based on eligibility and the scheme’s guidelines.

Tarigami contested the minister’s reply, emphasizing that compensation for those whose land is acquired is governed by the Land Acquisition, Rehabilitation, and Resettlement Act of 2013, which applies in Jammu and Kashmir. Meanwhile, a BJP MLA referred to a court ruling stipulating that compensation must be paid even to those occupying state-owned land.
