Washington State Congressman advocates for rebuke of Trump heckler. What does censure mean?

The U.S. House of Representatives voted Thursday to censure Rep. Al Green, a Texas Democrat, after he interrupted President Donald Trump's address to a joint session of Congress on Tuesday.

Rep. Dan Newhouse, a Republican from Washington's 4th Congressional District, which includes areas like Yakima and the Tri-Cities, introduced the censure resolution. The measure largely passed along party lines, with a vote of 224-198.

"Decorum and order are fundamental to how we conduct business in the United States Congress, and the blatant disregard for this standard during President Trump’s address by the gentleman from Texas is unacceptable," Newhouse stated in a press release.

What does 'censure' mean?
Censure is a formal way for the House to express disapproval of a member's disruptive behavior or misconduct. A majority vote approves the censure, and the member being censured must stand in the well of the chamber while the censure resolution is read aloud by the Speaker of the House or another presiding officer as a public reprimand.

Being censured does not remove a member from the House. Expulsion, the most severe punishment, has only been used six times, with the most recent instance being the expulsion of former Rep. George Santos of New York in 2023.

If the House wishes to express disapproval for a member’s actions without reaching the level of censure, it may issue a reprimand. A reprimand is brought forward by a resolution and approved by a simple majority vote. The member being reprimanded does not have to stand in the well of the chamber to receive the admonishment, according to the House rules.
